The city of Beijing has announced an ambitious two-year plan aimed at consolidating its position as a hub of digital innovation, through the adoption and development of blockchain technology

The initiative, presented on April 29, is the result of collaboration between numerous local government entities.

Among these, the Municipal Commission for Science and Technology, the Zhongguancun Administrative Committee, the Cyberspace Administration Office, and other municipal offices related to the economy, data, and commerce.

The project, named Beijing Blockchain Innovation and Application Development Action Plan, will extend until 2027.

Furthermore, it aims to integrate blockchain into all key sectors of society and the economy, recognizing it as a fundamental

technology for industrial digitalization and for building a modern digital infrastructure.

Clear objectives for Pechino in the blockchain project: efficiency, trust, and innovation

The plan of Beijing is not limited to a simple technological enhancement, but aims to redefine the entire digital ecosystem of the city.

Among the main objectives is to optimize business processes, ensure a secure and reliable sharing of data, and promote new service models based on blockchain.

The idea is to create applicazioni di riferimento that can serve as a model for a wider adoption of the technology throughout China.

In particular, the project involves the development of advanced blockchain software, with a focus on strategic areas such as cryptography, confidential computing, and distributed systems

Furthermore, a complete blockchain infrastructure will be built, which will include nodi hub nazionali, piattaforme per l’identità digitale affidabile, and directory di dati distribuiti.

The initiative will involve numerous key sectors, including:

  • Healthcare
  • Education
  • Financial services
  • Transport
  • Artificial intelligence and large language models

The integration of blockchain in these areas aims to improve operational efficiency, strengthen data security, and promote innovation in public and private services.

The technology will be used to ensure the transparency of operations, the traceability of information, and the protection of users’ privacy.

One of the guiding principles of the plan is the concept of “one blockchain, one network, one platform”, which reflects the intent to create a unified and interoperable digital ecosystem. By 2027, Beijing aims to develop:

  • Dedicated blockchain chips
  • Advanced features for privacy protection
  • Crosschain interoperability
  • Large-scale distributed networking

The objective is to achieve a reliable storage of nodes on a petabyte scale, a large-scale blockchain interoperability, and a reliable digital identity system capable of supporting hundreds of millions of users

The plan also includes the creation of at least 20 concrete use cases of the blockchain, which will serve as practical examples for its implementation in other contexts.

A path already underway: the progress of Pechino

The announcement of the new biennial plan comes in a context where Beijing has already made significant progress in the development of blockchain technology

The local authorities emphasize how the city has already invested significantly in the research and development of autonomous solutions in this field, consolidating its position as one of the most advanced technological hubs in China.

As early as May 2023, Beijing had published the Web3 Innovation and Development White Paper, a strategic document that recognized Web3 technology as an inevitable trend for the future of the Internet.

On that occasion, the city had announced its intention to allocate at least 100 million yuan per year (about 14 million dollars) to support innovation in the digital sector.

With this new plan, Beijing aims to become a hub of reference for the digital economy not only in China, but also on a global level.

The integration of blockchain into public infrastructures and strategic services represents a decisive step towards a systemic digital transformation, capable of generating economic value, improving governance, and strengthening the country’s competitiveness.

The approach adopted by the Chinese capital reflects a long-term vision, in which blockchain technology is not seen only as a technical innovation, but as a fundamental pillar for economic growth and administrative efficiency

In a global context where emerging technologies are redefining the rules of the game, Beijing positions itself as one of the most determined and forward-thinking players.

Conclusion: Pechino guida la rivoluzione digitale

The biennial plan for blockchain development in Beijing represents a concrete example of how cities can drive technological innovation through coordinated strategies and targeted investments

With a clear vision, dedicated resources, and the involvement of all major economic sectors, the Chinese capital is preparing to become a benchmark for the integration of blockchain into urban infrastructure and public services.

In an increasingly digital world, the experience of Beijing could offer valuable insights for other countries and cities that intend to leverage the potential of blockchain to build a more efficient, secure, and interconnected future.
